AI development studios in Toronto: who is actually here, and what they actually do
Thirteen firms, checked against their own websites rather than directory listings. Two of them are not in Toronto. Several are not primarily AI companies. We are in the table too, and we lose a row.
How we did this, and why you should check our work
Every headquarters claim below comes from the company's own contact or about page, fetched and read on 4 September 2026 — not from a directory profile. That distinction turned out to matter more than anything else on this page. Review counts and rate bands come from Clutch and GoodFirms, because those are the only third-party numbers that exist, and they are dated for that reason.
Where a firm does not publish something, the table says so. We did not estimate, and we did not ask a salesperson. Where two sources disagree, we show both rather than picking the flattering one.
We are an AI development studio in Toronto, so we have an obvious interest in this page existing. Autor is in the same table under the same criteria, including the criterion we come last on.
Two of the firms on Toronto's “best of” lists are not in Toronto
Tezeract ranks first on a Toronto top-ten list. Tezeract wrote that list, on its own domain. Its contact page publishes two addresses: Karachi, Pakistan, and a suite number in Casper, Wyoming. There is no Canadian office on any source, including its own.
Modall markets itself as “our in-house team in Toronto, Ontario” and its Clutch profile text says “Toronto HQ.” The location field on that same profile, and every address on its own website, says Uxbridge — a town roughly an hour northeast of the city.
Neither firm is doing anything unusual by the standards of this category. That is the point. When the lists that rank Toronto AI companies are written by the companies being ranked, location is a marketing field rather than a fact, and the only reliable check is the contact page.
The second finding is quieter and matters more if you are hiring. Ratings are useless as a discriminator here — every firm with reviews sits between 4.6 and 5.0. Review volume is the only thing that separates them, and it ranges from 98 down to zero.

What each one is, in a paragraph
247 Labs
Toronto
The deepest independently verifiable record here by a wide margin — 98 Clutch reviews against a field where nobody else clears 45. Downtown Toronto, named healthcare and public-sector clients including SickKids, Baycrest and Royal Ottawa. AI is one of nine service lines rather than the whole company, they offer offshore and nearshore delivery, and there is one 1-star review on GoodFirms from 2019. Their own About page claims four North American offices while listing two, both in Ontario.
RootQuotient
Toronto + Chennai
Physically anchored in Toronto inside the Schwartz Reisman Innovation Campus at U of T, with DMZ and TBDC ties, and a $10k entry point that is among the lowest here. 45 Clutch reviews is the second-largest record in the set. Read the service split carefully though: Clutch says AI is 45% of delivery, GoodFirms says 10%. GoodFirms also designates Chennai as the headquarters.
Euristiq
Toronto address, Lviv and Warsaw delivery
The strongest enterprise client list here — Ryanair, Philips, Norton, York University — plus explicit AWS Canada data residency and PIPEDA language, ISO 27001, and a free AI strategy workshop. But the operating centre of gravity is clearly Ukraine and Poland, GoodFirms lists a different Toronto address than their own site, and their published rate appears three different ways across two directories.

One of only three firms here where AI is the organising principle of the whole company rather than a service line. 22 Clutch reviews at a straight 5.0, a named Canadian scale-up reference in DealMaker, and an unusually specific delivery claim: 20% human thinking, 80% AI automation. Their own About page now redirects to the homepage, and GoodFirms puts the HQ in Kitchener rather than Toronto.
Denologix
Toronto
Brookfield Place, and the strongest Canadian regulated-sector list in this comparison — Manulife, CIBC, Statistics Canada, Cancer Care Ontario, Ontario Ministry of Health. The only firm here with a dedicated healthcare informatics practice. It is a data and BI consultancy first: AI sits under Support alongside SAS services and managed services. Highest published rate band at $150–199/hr.
Adastra
Toronto and Prague
2,000+ staff, four Canadian offices, SOC 2 Type 2, PCI DSS and TISAX, AWS Premier and Databricks Elite. Carlyle acquired a majority stake in July 2025. If your AI problem is really a data-governance problem at enterprise scale, this is the most credentialed option here. Undisclosed rates and a $25k minimum tell you what kind of engagement they want.
DevFortress
Montreal and Toronto
Genuinely Canadian, ISO 27001 and 27017 on their own site, a Shopify Plus partnership, and service in six languages. But three sources publish three different addresses, none matching, and its Clutch reviewers describe it as Montreal-based while its Clutch location field says Toronto. GoodFirms does not list AI as a service category for them at all.

Real Toronto address on Atlantic Ave, ISO 9001 and ISO 27001, verticalised AI products for healthcare and insurance, and 37 GoodFirms reviews. Two caveats worth weighing: neither directory names Toronto as the headquarters — Clutch says San Francisco, GoodFirms says Gurgaon — and their own GoodFirms service split puts AI at 20% of delivery.
Tezeract
Karachi and Casper, Wyoming
Worth reading closely, because Tezeract authors the article “Top 10 Best AI Development Companies in Toronto 2026” on its own domain and ranks itself first. Its own contact page lists only Karachi and a Wyoming suite address. To its credit the article does disclose this. But it is written in an independent-reviewer voice, and it is a large part of why Toronto AI lists look the way they do. Lowest published minimum here at $5,000.
Architech
Toronto
The only firm in this comparison that publishes fixed fees on its own website — AI Jumpstart from $22,500, Blueprint from $28,300 — with an acceptance guarantee that waives the fee if outcomes are not accepted. 22 years, RBC, TELUS, CIBC, Canadian Tire and the Government of Ontario. Only 4 Clutch reviews, which is thin for a firm of that size and age.
Modall
Uxbridge, Ontario
The cleanest contradiction in the set. Their pages read “our in-house team in Toronto” and their Clutch profile text says “Toronto HQ” — while the same Clutch profile's location field, and every address on their own site, says Uxbridge, about an hour northeast of the city. Genuinely good at one thing: rescuing stalled builds, with a documented two-year stalled codebase shipped in six weeks. Two to nine staff.
Flexlab
Scarborough
Legitimately in Toronto — Scarborough has been part of the amalgamated city since 1998. But their own site claims 8,000+ projects delivered from a firm Clutch sizes at 10–49 people, they display a Clutch badge while the linked profile reads “not yet reviewed,” the profile is filed under a misspelled name, and blockchain is at least co-equal with AI in their own positioning.

AI is 70% of what we do by our own GoodFirms declaration, which is a higher share than any firm here except Architech, Adastra and datarockets. We run Loquent, a production voice AI platform handling thousands of clinic calls a month, built in under eight weeks, integrating with Curve Dental, Dentrix, Open Dental, Tracker, AbelDent and Jane App. Senior engineers only, no offshore. The honest mark against us: we have the thinnest third-party review record in this table — zero published on GoodFirms, against 98 for 247 Labs and 45 for RootQuotient. By this page's own criteria that is the weakest verifiable track record here, and if a long public record is what you need, several firms above beat us on it outright.
When you should hire someone else
A comparison whose author wins every row is an advertisement. Here is where we would genuinely point you elsewhere.
If verifiable track record is what you care about most
247 Labs, with 98 Clutch reviews, or RootQuotient with 45. We have the least third-party evidence in this table and it would be dishonest to argue otherwise.
If you want a fixed price before you commit
Architech publishes theirs and backs it with an acceptance guarantee. Nobody else here does, including us.
If your AI problem is really a data problem
Denologix or Adastra. Governance, lineage and pipelines have to come before models, and both have decades of Canadian regulated-sector work.
If you are modernising legacy systems or doing IoT
Euristiq. That is the actual core business under the AI layer, and the enterprise references are real.
If a previous build stalled and needs rescuing
Modall runs a dedicated service for exactly this, with a documented case. Just know they are in Uxbridge, not Toronto.
If budget is the binding constraint
Flexlab at $1k and Tezeract at $5k publish the lowest minimums. Neither has a Canadian delivery team, so weigh that against any data-residency requirement.
Where we think we are the right call
A narrow case, honestly. If you want a production AI agent or voice system — not a strategy deck, not a pilot that never ships — built by senior engineers with nothing handed off offshore, and you want to talk to people who run one in production rather than describe one in a proposal, that is what we do. Loquent handles thousands of clinic calls a month and was in production in under eight weeks.
If what you need instead is a long public review history, a fixed price published before the first call, or a two-thousand-person firm with SOC 2 Type 2 already in hand, we are not the answer and the table above tells you who is.
Frequently Asked Questions
Of the thirteen firms we checked in September 2026, six publish a genuine Toronto or City-of-Toronto headquarters address on their own website: Architech, Denologix, 247 Labs, Adastra, Flexlab and Autor. Four have a real Toronto office that is not the headquarters, or where delivery clearly sits elsewhere: Markovate, RootQuotient, Euristiq and DevFortress. Two are not in Toronto at all despite marketing that says otherwise — Tezeract, whose only addresses are Karachi and Casper, Wyoming, and Modall, whose only published address is Uxbridge, Ontario. Directory listings disagree with company websites often enough that it is worth checking the contact page yourself.
